US Delegation Heads to London for Ceasefire Talks on Ukraine

Senior American officials are set to join key international negotiations in London aimed at securing a ceasefire between Ukraine and Russia. The talks, scheduled for 23 April, will bring together representatives from Ukraine, the United Kingdom, France, Germany and the United States. The United States will be represented by Secretary of State Marco Rubio, along with presidential envoys Steve Witkoff and Keith Kellogg.

According to information reported by Bloomberg and cited by Ukrainian news agency UNN, the discussions will continue from last week’s meetings held in Paris, where early proposals for a potential ceasefire agreement were discussed among allies. Sources close to the talks, who requested anonymity due to the sensitive nature of the negotiations, confirmed that foreign ministers and national security advisers from the participating countries will attend the London meeting.

The discussions follow a telephone call between Ukrainian President Volodymyr Zelenskyy and British Prime Minister Kir Starmer on 21 April. President Zelenskyy later announced that efforts were underway with the United Kingdom, France, and the United States to establish what he described as an unconditional ceasefire.

The talks in London are viewed as a key step in pushing forward a Ukrainian-led framework for peace, as opposed to a Kremlin-driven settlement that might seek to legitimise territorial gains made through armed aggression. Ukraine continues to insist that any ceasefire must not reward the Russian Federation’s invasion or occupation of Ukrainian territory.
