Kremlin Propagandist Skabeeva Formally Accused by Ukraine for Inciting War and Violence

The Security Service of Ukraine (SBU) has officially informed Russian state television host and Kremlin propagandist Olga Skabeeva of multiple criminal suspicions in connection with her role in promoting the war against Ukraine and encouraging violent acts through Russian media.

The SBU announced on Tuesday that Skabeeva has been charged in absentia under four serious articles of the Criminal Code of Ukraine. These charges stem from her continued public support for Russia’s military invasion and her use of mass media to encourage the seizure of Ukrainian cities and the destruction of critical infrastructure.

Skabeeva has been charged under the following legal provisions:

According to case materials, Skabeeva is part of the Kremlin’s strategic media pool. The SBU has determined that she has been repeatedly involved in psychological operations and the spread of disinformation in favour of Moscow’s war aims. Her messaging includes calls for the occupation of Kyiv, Zaporizhzhia, Kherson and other major Ukrainian cities.

The SBU also documented that she incited the Russian military command to destroy Ukraine’s energy infrastructure using coordinated missile and drone strikes. Her statements specifically targeted power generation facilities, urging such attacks to take place during the winter months to deliberately de-energise entire regions and cause human suffering.

These acts of incitement were repeatedly broadcast on her programme “60 Minutes”, aired on Russia-1, one of the main state-run television channels used by the Kremlin to spread propaganda and justify aggression.

Forensic linguistic experts working with the SBU confirmed that her televised comments meet the legal threshold for incitement, glorification of aggression and promotion of war crimes. Although Skabeeva remains in Russia, Ukraine is taking comprehensive legal steps to bring her to justice under international law.

The Security Service affirmed that it will continue its efforts to counter Russian information warfare and hold all instigators of the invasion accountable for their actions, both on the battlefield and in the media space.
